Abstract
The responsiveness of political institutions to citizens’ preferences is central to democratic theory and practice. The rapid growth of opinion polling since the mid-193os, and politicians’ and policymakers’ increasing use of polls and other measures of public opinion in recent decades, suggests that the potential for public opinion to directly contribute to political outcomes has increased dramatically.
