Community Policing and Counterterrorism in Nigeria: Rebuilding Trust for Intelligence-led Operations Against Boko Haram and ISWAP

Despite sustained military campaigns against Boko Haram and the Islamic State West Africa Province (ISWAP), insurgent violence continues to threaten lives, weaken public confidence, and challenge state authority in parts of Nigeria. Although security forces have recorded important battlefield successes, the persistence and adaptability of these groups demonstrate that military pressure alone cannot deliver lasting security. This paper argues that Nigeria's greatest counterterrorism challenge is not merely the absence of military capability, but the absence of a trust-centered intelligence architecture capable of converting community cooperation into actionable intelligence. Drawing on professional policing experience, observations from counterterrorism environments, and lessons from United Nations peacekeeping operations, this paper examines the evolution of Boko Haram and ISWAP, the limitations of conventional military responses, weaknesses in local intelligence gathering, and the factors that contribute to distrust between communities and security institutions. Particular attention is given to community policing, informant networks, religious engagement, source protection, intelligence validation, personnel welfare, and public accountability as essential elements of intelligence-led counterterrorism. The paper introduces the Trust-Based Counterterrorism Intelligence Framework, a practitioner-informed model that explains how trust building, community engagement, protected source channels, intelligence validation, operational response, accountability feedback, and renewed cooperation interact to strengthen counterterrorism outcomes. It concludes that sustainable success against Boko Haram and ISWAP will depend not only on defeating insurgents on the battlefield, but also on rebuilding the relationship between the Nigerian state and communities whose cooperation remains indispensable to national security.
